Julius P. Knapp II is the chief of the Federal Communications Commissions (FCC) Office of Engineering Technology (OET). OET is the Commission’s primary resource for engineering expertise and provides technical support to the Chairman, Commissioners and FCC Bureaus and Offices.

Mr. Knapp was named Chief of OET in October 2006, succeeding Ed Thomas who left the previous year, although he was the acting chief for some time before that. He became the Deputy Chief of OET in May 2001. Prior to that he was the Chief of the Policy & Rules Division where he was responsible for FCC frequency allocation proceedings and for proceedings amending the FCC rules for radio frequency devices. Mr. Knapp was Chief of the FCC Laboratory from 1994–1997 where he was responsible for the FCC’s equipment authorization program and technical analyses.

Mr. Knapp received a Bachelors degree in electrical engineering from the City College of New York in 1974. He is a member of the IEEE EMC Society and is a Fellow of the Radio Club of America. He was the 2001 recipient of the Eugene C. Bowler award for exceptional professionalism and dedication to public service and received the FCC’s Silver and Gold medal awards for distinguished service at the Commission.

Fred DuFresne is an inventor and entrepreneur with expertise in software, intellectual property and technical medicine. He holds more than a dozen patents around the world.

In 1994, Fred invented the technology behind server-side scripting in web sites and his company WebMate Technologies was subsequently awarded US Patent 5835712. By early 2000, WebMate Technologies had dissolved and Fred was able to re-acquire the ‘712 patent during a court-ordered auction.

Fred began to defend his patent rights and filed actions in US Federal District Court against a number of large companies, including Microsoft, Allaire Corp., Adobe, Macromedia and others. He also filed actions in the Canadian courts on similar grounds. The last of these actions was successfully settled in 2010.

Today, this technology can be found in Microsoft’s ASP framework, Oracle’s JSP platforms and all “open source” PHP and LAMP based products. Worldwide, server-side scripting technology can now be found on eight out of every ten web sites.

Fred also has extensive experience in the healthcare and medical device fields. In particular, he developed cancer treatment regimen administrative support tools, drug interaction detection systems and an intravenous device selector. Fred was the principal inventor for US patent 6012034, titled System and method for selecting an intravenous device.” This technology is now incorporated in most patient care systems.

Fred has received significant industry accolades, including the following:

Mr. Wagner joined Samsung from Research In Motion (RIM), where he was responsible for Business Solution Sales in North America. He has spent the last seven years at FedEx fulfilling a multitude of roles. Chris was hired by FedEx to launch its entry into NASCAR. In 2007, he was asked to move to the Innovation Department to utilize his start-up experience on the SensAware project. He was responsible for prototyping various business models, customer deployment and the day-to-day business operations of SenseAware.

Chris’ duties were recently expanded to include overseeing the SenseAware strategic direction including product development, customer experience, User-Interface design and market expansion.

His career has been eclectic with a mix of entrepreneurial, corporate and agency experience. He has worked with McDonald’s and various other Fortune 100 companies. He owned multiple Play It Again Sports stores and was the President of 360¬¬? Sports Marketing. Roush Racing acquired the agency and Chris went on to work as a senior member of the race team.

Berny’s father, Alan Dohrmann, was a corporate trainer who was sought out by such notables as Napoleon Hill, Earl Nightingale, Walt Disney, Warner Earnhardt, John Hanley, Thomas Willhite, Bucky Fuller, Dr. Edward Deming and Jack Kennedy. Berny grew up with amazing mentors as one of nine children raised in Marin County California

Mr. Dohrmann was mentored by the man who pioneered oil tanker funding in the 1960’s and 1970’s, George Witter of Dean Witter when the brokerage firm was a family owned San Franciscan firm, and Peter Ueberroth former commissioner of Major League Baseball, and currently Chairman of the Contrarian Group, Inc.

In his first twenty years, Mr. Dohrmann was Chairman of a public institution heading up global investment firms, supervising thousands of licensed professionals operating in fourteen countries. Berny sold his firm to take care of his terminally ill father and later finished the brain research he and Berny started, thus creating a product known as Super Teaching. Super Teaching is showcased during CEO Space’s weeklong business forum, 5 times a year.

Mr. Juneau has been a partner at a Washington, D.C. patent & trademark law firm and has represented Fortune 500 corporations from France, Germany, Israel, Japan, Switzerland, the United Kingdom, and the United States. Mr. Juneau has represented both plaintiffs and defendants in Federal District Court including actions for patent infringement, defense against patent infringement, Section 337 trade-related patent infringement, trademark infringement, and breach of trade secrets. Mr. Juneau has been admitted to the District Court for the District of Columbia, the Florida Southern District Court, and the U.S. District Court for the Eastern District of Kentucky.

Mr. Juneau is licensed to practice In the District of Columbia, the Commonwealth of Virginia, the State of Illinois, before the U.S. Court of Appeals, the Federal Circuit, and the U.S. Patent and Trademark Office, PTO Board of Patent Appeals, and PTO Board of Trademark Appeals. For more than fifteen years he has been involved in the formation and operation of patent pools in a wide variety of technologies. Before joining MPEG LA, Mr. Geary was General Patent Counsel in the Samsung Electronics Washington, DC office where he handled worldwide patent licensing and litigation for eleven years and negotiated hundreds of patent license agreements and directed dozens of litigations in the U.S. and overseas.

Prior to becoming a patent attorney, Mr. Geary worked as an electrical engineer at Georgia Tech Research Institute and Harris Corporation. He has degrees in law, electrical engineering, and an MBA.MPEG LA, LLC operates as a licensing administrator. It offers alternative technology licenses, which enable users to acquire worldwide patent rights necessary for a technology standard or platform from multiple patent holders in a single transaction as an alternative to negotiating separate licenses. Ms. Rucinski started her career flying C-141 Starlifters for the USAF. While a reservist for the USAF, Minolta used her talents for sales and marketing attaining over 300% of quota holding the title of #1 in Sales/Marketing making a name for Minolta in a competitive world of Xerox for 11 years.

In 1996, Ms. Rucinski was asked to program manage and build a network of 26 offices while creating a virtual data center. Ms. Rucinski found her niche.

Since then she has been instrumental in deploying, satellite networks into local communities in countries where there were not any form of communications contacted by the oil companies and the United Nations. SRE and Ms. Rucinski’ s engagements have included include teleports, undersea cables dry and wet builds- with over 200 hundred in-country gateways for voice and data.

Domestically she has be the lead on implementing RFID, Content, VOIP, WiMAX, Video, DATA, Dark Fiber and Glass for Conduit builds, she was a purveyor of the Spoke-N-Hub technologies from Central office infrastructure to the last mile for several different Tier one Carriers, CLEC and rural Telco’s today.

She has been the catalyst of over 260 contracts for carriers and resellers for the last 15 years attaining upwards of over 300 million in revenue directly related to her efforts on behalf of the carriers. She has supported carries from Wiltel, Williams, Bell Canada, AT&T, AGC, Loral, IMRSAT, Intelsat, SOS, Global Crossing, ICG and many other Tier 2 and 3 providers. SaskTel, Vodaphone, Congolese Wireless, Digicel.

Before lean cost management and hidden assets became buzz words, Ms. Rucinski was working with large enterprise accounts and carriers to implement algorithms and data analytics not yet a SAS software. She has fulfilled cost saving methodologies in many carrier networks for carriers customers including Home Depo, American Airlines. Clients have engaged SRE and Ms. Rucinski for many outsourced business development projects, all very diverse in nature, all telecom related.

Recently in the last 2 years Ms. Rucinski has been asked to evaluate, review and take action on 7 patents for the inventors and holders of the patents. Those engagements were met with swift responses having to use resources from the USTPO office and various engineering and legal firms.

Hence, developing this challenging yet needed Event- Synopsis of IP/Patent Telecom Sourcing “SUITS”.

While those early years of aeronautical engineering have allowed her to be an early adopter of many mobile, wired and app’s technologies, it has allowed SRE to thrive in Telecom industry. SRE and Ms. Rucinski’ s accomplishments encompass over 50 contracts in 20 years, making her a unique catalyst, successfully engaging out of the box thinking, a process layered with years of experience.
